The basket hold shows nothing
Check the three things that switch it off: Hold a basket once something is in it under Basket hold, whether Where it shows includes the page you are looking at, and whether Show it to is set to guests only while you are signed in as an administrator.
It works on both the block Cart and Checkout that a recent WooCommerce installs by default and on the older shortcode ones, so which kind your shop uses makes no difference.
The hold starts on the first item, so an empty basket shows nothing — which is correct, as there is nothing being held.
