It is not, but your site's time zone might be. Every countdown is worked out against the zone under Settings → General, which the dashboard shows you. A site left on UTC while the shop trades in London runs an hour out in summer, and everything on the site does, not only this.
The visitor's time zone never comes into it: the end is sent to the browser as one exact moment, the same everywhere in the world. Their device's clock is checked against the time your server wrote on the page, and a device running behind that is corrected.
Once you save the right zone, the plugin empties the page caches it knows, while Enable countdown timers is on and a campaign is switched on, so cached pages count to the corrected end. If the corrected end has already passed, an offer set to stop selling closes at once.
