Opening times — both optional, both in your site's own time zone. A closing time that has not arrived keeps the site open; an opening time that has passed opens it. Both are compared on every request as well as scheduled, so the site opens on the minute even if cron has not run.
What search engines see — a title, a description, and whether to ask them not to index the page. Asking them not to is right for maintenance and for a holding page you do not want ranking instead of the real site; switch it off if the address is being shared to build interest.
Extra code in the head is printed exactly as typed and only appears for users who may already publish unfiltered HTML. It is the only part of the page that is not built for you.
Counting keeps one row per day: views, people and sign-ups. A repeat visit is told apart from a new one by a cookie the browser keeps for the day — no address is stored, hashed or read.
