Answer

Can I change the words on the buttons?

Updated Cookie Consent 1.6.0Tested with WordPress 7.1

Yes, every word on the banner and its choices: The banner → Words. The buttons, the name and the line of each kind of cookie with the always on and New tags beside them, the Cookie choices button, the privacy policy link and a held-back video's button and sentence each have a box. The rest of the [cookie_list] table stays in the plugin's own words. Leave a box empty and the plugin's own words are used, in Spanish and French too. On a site in another language the Dashboard reminds you that the buttons are in English until you type your own. Each label must say what its button does, and Accept all and Reject all cannot be saved with the same words. With WPML or Polylang, what you type can be translated into each of your languages; until it is, every language shows the words you typed, and the Dashboard names the languages still waiting for a translation.
