Will my visitors be asked again after I update?
No, except on a network set up with sub-directories (see Does it work on multisite?). Answers given before an update are still answers. Visitors are asked again only when your banner starts asking about a kind of cookie it did not ask about when they answered (they keep what they agreed to, and the new kind is marked New), or when you press Settings → Ask everybody again. Taking a kind away never asks anybody again. On a shop, the first reading after this update usually adds Advertising (for WooCommerce's order attribution), so returning visitors are asked once more after it.
