What happens when a coupon already gives free shipping?

The bar notices and switches to its Shipping is always free message, instead of asking the shopper to spend more towards something they have already got.

It counts the coupon exactly where WooCommerce does: when your Free shipping method is set to A valid free shipping coupon or A minimum order amount OR coupon. On A minimum order amount WooCommerce ignores the coupon's free shipping, and so does the bar. On A minimum order amount AND coupon the bar counts towards the amount and says free shipping is unlocked once both are there.
