Check these in order:
- Display → Shop Pages → On the cart page is on. The suggestions sit under that notice.
- Suggest products that unlock free shipping is on, under Display → Cart Suggestions.
- The cart is still short of free shipping. Nothing is suggested once it is free, or while a coupon's discount comes off the total, because the sum could then be wrong.
- Something fits: a simple product, or a variation with every option set, in stock, not already in the cart, not in an excluded shipping class, and priced between what the cart needs and the Highest price you set. A variable product is offered first in the newest of its variations that fits, tried in up to 24 of them (fewer when several best sellers each have dozens in that price range). From products you choose, its other variations can then fill the places the rest leave. When suggestions come from categories, a product with one of its variations in the cart is not offered in another. Raise the highest price, or choose categories or products to suggest from.
- WooCommerce's product lookup table is filled. The suggestions are read from it, and some importers leave it empty. Fill it under WooCommerce → Status → Tools → Product lookup tables → Regenerate.
On the Cart block the suggestions are drawn with the page, so a cart that drops back below the threshold shows them again after a reload.
A product you have just added or changed can take up to ten minutes to be suggested, as each list is kept that long.
