Can the page be translated with WPML or Polylang?

Yes. The headline, the message, the footer text, the sign-up form's words, the password link, the Sign in link and the search title and description are offered for translation: under WPML → String Translation (admin texts) or Languages → Translations in Polylang. Each visitor then sees the page in their language. The launch email goes out in the words you typed.
