Somebody got the announcement twice
They should not, and the plugin is built so they cannot: each address is stamped the moment it is written to, before the attempt, so a batch that dies halfway restarts where it stopped.
The one way it happens is Send to everybody again, which is exactly what it says and asks you to confirm.
