Somebody got the announcement twice

Updated Coming Soon and Maintenance Mode 1.12.0Tested with WordPress 7.1

They should not, and the plugin is built so they cannot: each address is stamped the moment it is written to, before the attempt, so when a batch dies halfway, the next Send to … not yet emailed carries on from where it stopped.

The one way it happens is Send to everyone again, which is exactly what it says and asks you to confirm.
