The Redirects screen says "That destination is on another site, and your account can only redirect to addresses on this one." Sending visitors to another site is for people WordPress lets put any code in a page, scripts included: administrators and editors on a single site, and only the network's administrators on a network. Nobody else can, so a shop manager cannot point /checkout/ at a copy of your shop elsewhere. With DISALLOW_UNFILTERED_HTML in wp-config.php nobody can, from the screens.
Ask somebody who can, or use wp trrd add, which is not held back. A role editor plugin can also give the capability trrd_redirect_off_site to a role. Redirects to other sites that are already there keep working, and anybody who manages redirects can still switch them off or delete them.
