I changed the networks and the pinned bar did not change

The bar, or the floating rail, has a list of its own, and the Networks screen says so above its tick list. To have it follow the Networks screen again, set Pinned bar networks (or Floating rail networks) on the Display screen to The same as the Networks screen. Saving empties the caching plugins the plugin knows. A cache it cannot reach, such as your host's own or a CDN, may need clearing by hand.
