Yes, from a shipping policy for the whole shop: Site Identity → Shipping Policy, for an organisation. Add a row for each group of countries with the same cost (a fixed amount or free, optionally free from an order value, and how many days delivery takes), how many days an order takes to leave you, and the countries you do not ship to. It is added to your organisation's markup as a ShippingService, which is where Google reads a shop-wide shipping policy for its merchant listings. Google decides whether to show it.
On a WooCommerce shop, Fill in from WooCommerce fills the rows from your shipping zones: countries, plain flat rates and free shipping thresholds. It reads the zones in WooCommerce's order, so a country gets the cost of the first zone that covers it, as at your checkout: with a Spain zone above a Europe zone, Spain keeps its own cost. It names anything it could not read, such as a flat rate that uses a formula or shipping class costs, a coupon-only free shipping, local pickup, or a country whose parts cost different amounts (free local delivery with a flat rate for the rest of the country, say), for you to type yourself. Nothing is saved until you press Save changes, and if your zones change later the panel tells you rather than changing your markup by itself. Rates by weight or by postcode, and a shipping cost for one product, are not covered.
