Yes, for an organisation: fill in Site Identity → Return Policy. Choose the kind of policy, the countries it covers and, for a set window, the number of days. It is added to your organisation's markup, where Google reads a shop-wide return policy for merchant listings. If an SEO plugin such as Yoast writes your organisation, the policy cannot be added to it, and the panel says so.
