WooCommerce only gives free delivery for a coupon through a Free shipping method whose Free shipping requires is set to A valid free shipping coupon (or a choice that includes a coupon). Add one to your shipping zones under WooCommerce → Settings → Shipping. The Wheel screen and the dashboard warn you while no zone has one.
