Hover it and it stays. It is deliberately short-lived — four seconds — because a message about something you have just done is not something you need to dismiss ten minutes later. It also goes away on its own so it never covers a control. In the editors, the message after a save that offers Undo is the exception: it stays until you use it or dismiss it, open a panel, or make your next edit, so there is time to reach it with the keyboard.
