Can a customer keep their choice across their phone and their laptop?
Yes, for anyone signed in. Under General → Visitor Preference, turn on Sync to user account. Their setting is then stored on the account as well as in the browser, so it is the same wherever they sign in. A choice that ends at the next switch (see How long) ends at your schedule's switch on every device; where their device decides, each device judges it by its own setting, and once it ends on one it is forgotten on the account.
Visitors who are not signed in keep their choice in their own browser, as before. Nothing is stored on your server for them.
