A post split with the Page Break block is shown one page at a time. With Settings → On posts split into pages set to List every page's headings on each page, every page shows one list for the whole post, and an entry for a heading on another page opens that page at the heading. It is the default on a new site. A site that had the plugin before keeps listing only each page's own headings, where a page with fewer than the minimum has no list, and its Dashboard offers the change with a button to switch it on.
The post's Table of Contents box says what each page gets: "6 headings across 3 pages", or which pages have enough headings of their own.
An entry for another page carries a small Page 2 mark. It is an ordinary link, so it opens that page rather than scrolling, and the section highlight follows only the page being read. The other pages are read with their blocks drawn but none of their shortcodes run, so a heading that a shortcode prints on another page is not listed. A heading inside a layout shortcode, such as a Shortcodes Ultimate box or tabs, or a WPBakery row, is listed. A shortcode in a heading's own words, such as the year, is run, so the entry reads as the page does.
Renamed a heading inside a synced pattern and the list still shows the old name? Saving the pattern updates the list on every post that uses it. A block that changes on its own, such as a Query Loop showing your latest posts' titles, reaches the list within an hour.
A section that any other shortcode is wrapped round, on another page, is not listed for anybody, members included, though it shows on its own page as usual: it may be a membership plugin's shortcode round a members-only section. A section a block shows only to signed-in readers is never listed for visitors. Signed-in readers are usually given the same list as visitors, so a member may not see an entry for a members-only section either.
Where a membership plugin shows a visitor a preview in place of the page, no list in the post names the other pages' headings, or the headings the preview leaves out, even a [toc] the preview keeps from above the More tag, and neither do the sidebar copy or a list placed after the article. A list placed before the article, such as in a template column before the post, is drawn before the page and cannot tell: the documentation shows how to keep every list to its own page.
On a post behind a password, no list shows any of its headings until the password has been given.
