The form says "You have sent several requests in a short time"
Each visitor can open five requests in ten minutes, and each email address five in an hour. It is there to stop the form being used to send receipts to somebody else's address. Waiting a few minutes clears it. Anyone who can answer requests is never limited, so testing the form while signed in as an administrator never trips it.
