It needs at least three h2 or h3 headings. Two headings is a list of two things, not a table of contents.
It is also left out when another table of contents is already on the article, from our Table of Contents plugin, Easy Table of Contents, Rank Math, Yoast SEO or similar, so the article does not show two. Switch the other one off for help articles if you would rather have ours.
